The regulations follow on from the EU Invasive Species Bill passed by the European Parliament in April that banned the possession, transport, selling or growing of species of "union concern".
Lantra industry manager David Winn said it will start with a level 2 approved practical skills award by the end of 2014 and develop it into a suite of qualifications. It will be particularly important for contract managers to know what to do should operatives find a species on the EU's banned list, he added.
"There will be a core unit for identification and specific areas for common species of high importance."
