Foreign Office vague on Northern Ireland seeds question

Baroness Hoey asked Defra "why individuals in Northern Ireland buying vegetable and herb seeds for personal use direct from suppliers in Great Britain are required to have a Phytosanitary certificate costing upwards of £250".
